Hello there ! I understand you can successfully build the installer on your development environment.
To make our CD small, the installer environment uses Tiny Core linux, this saves about 40 MB from having to add X Org on our Ubuntu image. To package the installer as tcz ( Tiny Core package, equivalent to deb in Ubuntu) and build the initrd image, there is excellent documentation here:

The boot Xen from iSCSI is feature that needs to be supported from the Xen side.
I do not know a lot about this but from googling it seems to be not very well supported:
