after rebooting the node3 also the 20 OSD's came back.
any idea why the ISCSI was not responding for 20 minutes ?

The io freeze should not happen with only 1 node problem, maybe there was an external issue or maybe other nodes had problems as well. If you can duplicate the issue in a test environment that could help us try to duplicate it and look into more detail.
