There is an important difference for the two setup.
When you use iScsi protocol Proxmox create raw disk images BUT do not support snapshot for disk images
When you use RBD protocol Proxmox create raw disks but uses a plugin to drive ceph native snapshot for disk images (live snapshot) from inside the Proxmox GUI
