scrub versus deep-scrub behaviour and scrub settings.

You can change the times for scrub to
osd_scrub_begin_hour = 0

to have scrub running all the time. To quickly control scrub speed, we recommend using the presets under the Maintenance tab to quickly change scrub speed. i would not recommend you change osd_deep_scrub_interval but you can change any settings from the Ceph Configuration if you have a need and read the docs at:
